The subject matter of the case and the date of the claim by the administrative authority of the alleged right if it is to be claimed prior to the filing of the claim in accordance with article II of these rules and the result of the claim or the decision date of the contested decision if it is to be appealed to the administrative body prior to the filing of the proceedings in accordance with article III Of these rules and the outcome of the grievance. The head of the Court shall refer the case to the competent chamber, whose jurisdiction falls within the main position of the respondent or the competent chamber in whose jurisdiction the branch is located, if the plaintiff so requests and the case is related to this section. The competent department has recourse to a competent authority to prepare the case under its supervision. Article 2: In the proceedings referred to in article VIII, paragraph (a), of the system of the Office of the Ombudsman must be preceded by the following: 1. To request the competent administrative authority within five years from the date of the establishment of the alleged right unless there is a legitimate excuse for the claim to be proven by the permanent Competent in the Diwan. It shall be decided by the administrative body within ninety days from the date of its submission and in respect of the rights that arose prior to the entry into force of this regulation and the time limit for its claim begins on the date of its entry into force. 2. If the decision of the administrative authority to dismiss the claim has been made within the period specified in the preceding paragraph or has elapsed without a determination of the claim, it may not be submitted to the office until after the complaint to the public office of the Civil service within sixty days of the date of the knowledge of the decision rejecting the claim or expiry of the term specified in the previous paragraph without a decision.
